Every issue the download manager currently knows about — queued, downloading, paused, failed or downloaded alike — in priority order.
This is what a "my downloads" list is built from: pass each IssueId to issue to observe and control it. An issue drops out of the list when its download is cancelled.
Return
a Flow emitting the current list, and a new one on every change.
