Not necessarily final. When the publisher has released a newer edition of an issue opened in the Reader, the SDK downloads it again once the reader closes, without being asked: the state goes back through Queued and Downloading. The copy on the device stays readable until the new edition has been described by the server; a transfer that fails after that ends on Failed, like any other download.
